Any discussion of the topic and decisions took place not only without the participation of professional organizations of employees in the security sector, but without these organizations being informed. Because of this bluntly violation of basic principles of social dialogue, and demonstrated obvious incompetence in this area by the Council of Ministers, the Management Board of Trade Union of Employees at the Ministry of Interior calls for immediate resignation of Minister of Labour and Social Policy.

TUFEMI supports the protest of the Trade Union of employees in prisons in Bulgaria.
The Managing Board of TUFEMI is seriously concerned by the negotiations between the Trade Union of employees in prisons in Bulgaria and the Ministry of Justice. During the last round held on 26 August, it was not achieved some progress. The problems of our colleagues from this trade union are well known having the same origin and character as ours. We can not accept as normal the employer to organize the working time in contradiction with the position of the personnel, their trade union without any clear arguments.
We can not accept as normal the social dialogue to be held in two monologues.
Having in mind the above mentioned and following by trade union solidarity and the agreement between the two trade unions

TUFEMI’S FAIL IN THE ATTEMPT TO GET THE VISION OF BULGARIAN MP’S IN THE EP
After none of the invited representatives of all parliamentary groups in the 42nd National Assembly would take part in the round table for the new Ministry of Interior Act, which many of these groups labeled as insufficiently discussed, today just one of the 17 elected Bulgarian MP’s in the European Parliament took part in the EPU- and TUFEMI-organized discussion meeting dedicated to the Security sector. Even more, up to the meeting’s commencement no written opinion had been received in the TUFEMI HQ, as had been requested of our representatives in the EP.
The discussion moderated by Milen Tsvetkov was attended by Angel Djambazki –MP in the EP, Nikola Stalev – assistant to Andrey Kovachev /MP in the EP/, Plamen Angelov – Deputy Minister of the Interior, Gen. Charvdar Chervenkov – former Deputy Minister of the Interior and chair of the Center for the Study of Democracy, Col. Chavdar Petrov – the National Security Association, and Georgi Krastev – coordinator of the GERB Political Party.
According to Gerit Van de Kamp, discussions involving European MP’s should not end on the EP election day, quite the contrary, they need to become more extensive afterwards. TUFEMI found it worrying that only one of the 17 Bulgarian MP’s in the EP managed to find the time and present a more or less clear position on the subject matter.
For EPU and TUFEMI as its member the vision of MP’s in the EP on the development of policies in the Security sector is of particular importance due to a number of reasons. Firstly, because the organization of the European Police Trade Unions has spent years working hard towards adoption of EU-wide minimum standards concerning the social and economic status, weaponry and materials, trade union rights and protection of those employed in the Security sector. It is obvious that communication between the EP and the trade union organizations of employees in the sector is disrupted. This affects negatively not just those employees but also the quality of their product – the security of EU’s citizens.
„If they want a secure Europe, politicians can’t achieve this on their own“, stated Gerit Van de Kamp during the discussion.
The main problems faced by the Security sector on a European level were identified as the lack of coordination and sharing of values, the lack of political consensus and a poorly structured system of priorities. On a national level and along with EPU on a European level TUFEMI will persist – in cooperation with other NGO’s – that the MP’s in the EP present their vision on the policies in the Security sector in the EU to the general public.
From TUFEMI’s perspective, any continued refusal on the part of the Bulgarian MP’s in the EP to take part in future discussions on the subject matter may only be categorized as irresponsible behavior.

Trade Union Federation of the Employees in the Bulgarian Interior Ministry expressed firm disagreement with the information about police violence against refugees as said in a report of the Human Rights Watch, the press office of the federation said.
“The published report has numerous factual mistakes, which the experts, who carried out the investigation, have not checked, which questions the authenticity of the results,” the position of the federation says further.
The Trade Union Federation of the Employees in the Bulgarian Interior Ministry requires the Human Rights Watch, as well as the organisation in the Republic of Bulgaria, which the international NGOs has worked with – the Bulgarian Red Cross and the Bulgarian Helsinki Committee, not only to give explanation to their decision to announce this subjective and unchecked information but also to apologise to the officers with the Interior Ministry for calling them thefts and violators.

On 14 April 2014, Trade Union Federation of the Emloyees in the MoI / TUFEMI / organized a round table which aimed the new Act for Ministry of Interior to be discussed. Thus discussion had been provoked by the fact that the Ministry of Interior‘s Act largely regulates the terms and conditions that produce and provide to society and citizens the product "security", the rights and obligations of citizens in obtaining this product and that is why, invitations to participate in the round table had been sent to representatives of the national media, NGOs, trade unions in the "Security" Sector and 17 MPs from the Internal Security and Public Order Committee, Labour and Social Policy Committee and Legal Affairs Committee at the 42nd National Assembly.
All stakeholders participated in the round table and they converged their position with respect to their views and the philosophy for the Ministry of Interior.
Exception are MPs whose seats remained empty. The Federation shared its deep disappointment that lawmakers did not want to take part in the round table –in a day on which they are released from their commitment to participate in the plenary session.
From TUFEMI begin to experience real doubts about transparency in the discussion and adoption of the new law, and the reasons and motives for such a delay which lasted more than half a year.
The absence of MPs and neglecting the problems not only MoI’s emloyees and their families , but all citizens of the Republic of Bulgaria , which are interested in the quality of the product "security", is arrogant. From the Federation said they have tried to explain all reasons an motives for proposed changes in the MoI’s Act. They said they would try to do it once again on the meeting of the parliamentary committee before the second reading of the Act, but whit it - almost all legal tools to express their position will be exhausted . From TUFEMI believes that further postponement of the adoption of the new Act for the Ministry of Interior can not be justified in any way.
Round table united the employees in MoI and the sovereign’s representatives who agreed: the new Act for MoI is important and should be discussed publicly and transparently. Federation were compelling: no more waiting !
By the end of April 2014 , the Board of TUFEMI will conduct a special meeting on which will be decided what the reaction of delayed discussion should be and what further actions will be taken.
The only question which answer union activists expect to receive is: where MPs will decide to be held the debate and where they are willing to meet their sovereign –on a round table, in the media or on the square in front of the National Assembly?

The new law for MoI regulates the terms and conditions that produce the product 'security' and that is why, in addition to MPs and representatives of TUFEMI invitations to participate in the roundtable were sent to representatives of the national media and NGOs.
